Kaohsiung has been dismissed for years as an industrial backwater that is no longer relevant to Taiwan's economic progress. But, supported by the new administration's patronage, the city could be set for a comeback. Pamela Tang reports.

Fifteen minutes before the high-speed train draws into Zuoying station, lush green fields begin to give way to the city's ubiquitous factories. Some spew thick fumes while others lie dormant, rusting in the sunlight.
